Author's note

A work longer in the making than you could imagine. Ongoing on here since 2014, the idea and the desire to write it have been with me for a few years longer than that.

4. Leadership

Russell stayed behind and gets up again to address the assembly members.

“Listen, we got through the hard part in confronting the President."

"We laid out what we want, now it’s up to him to make the next move, but whatever he does we cannot let it go we have to press for change of leadership.”

“In both the President and the Federation council and a change in the way the Federation is being run.”

“We have a shared view on the failings of Federation policy on key issues in the last ten years. It’s my belief that if the Federation continues in this way, badly led by those who cannot or will not make tough decisions or those who are completely arrogant and disrespectful of the wishes of its members.”

“If that happens then all member worlds and other outside planets will eventually find themselves alone and in all likelihood centuries old border disputes and petty squabbles of the past will resurface and without a stable well led Federation to act as moderator and buffer, wars will soon follow."

“If you think I’m overestimating the possibilities fine, lets leave things as they stand, but be warned at this moment the entire galaxy is in a period of transition all the major powers are coming to terms with the cost of the Dominion war and that’s creating an uneasy peace that none of us are in a position to challenge.”

“However, if we’re quick and do things right, we can capitalise on the peace and maybe we can once and for all put and end to the open hostilities between us and the Romulan’s. Build on the renewed relations between the Klingon's and us and end the threat posed by the Cardassian's."

“It won’t be easy and there will be other problems there will be others who weren’t actively involved in the war who’ll seek to take advantage."

“The Orion syndicate for one, who I know from talking to Starfleet intelligence not only were they doing business with the Dominion they were also expanding their business interests and their influence elsewhere including several Federation worlds.”

“The Tholian’s, the Tzenkethi, and the Mirorrdorn among others who before the war signed non-aggression pacts with the Dominion who it seems may not have been as inactive as they’d like us to believe.”

“Then there’s the Breen who reluctantly signed the peace treaty to end the war and have since made it known they executed all their military leaders involved.”

“I for one don’t take that as a sign they will now want to start being our friend, those are just a few problems and then there lots of others we won’t see coming.”

“However, for now we should just let President Larenka think things over and if he’s done nothing about our demand within the week then we make things official.”

“Okay Ambassador, now we have made our demand to the President, the assembly has other matters to discuss in private and as you are no longer a representative of it, we're going to have to ask you to leave.” the chairman of the assembly told him.

“Very well, I’m going, I have an office to clear out and other duties to take care of, I thank you for your time.” Ambassador Russell stood up and walks out of the hall accompanied by his friend and chief aide Jeffrey Tolliver.

“We just wait and see what Larenka does, why not just force the issue now and call for a confidence vote."

"They may not have been ready to face him, but you know you’ve got majority support among the members and they’ll vote him out and vote you in.” Tolliver asked.

“Because ousting a sitting President is a big deal, it’s never been done before in Federation history and I meant what I said in there.”

“I don’t have anything personal against Larenka. I want to give him the opportunity to leave quietly and with dignity it wasn’t my intention to let things get that heated in there.”

“He was an excellent Ambassador I felt like we owe him at least that much, if however he doesn’t go quietly or at least call for an open election then I will call for a confidence vote and in all likelihood he’ll lose. Hopefully that means I’ll be named as a candidate, elected, then sworn in as the new Federation President” Russell answered.

“What if you're not the one, what if they do oust Larenka but don’t choose you as the one to replace him what then” Jeffrey asked.

“Whether it is me who takes over or someone else I will either be a part of it from the inside maybe try to get myself into the President’s cabinet, or keep doing what I’ve been doing, standing on the outside and calling them on it, when I think they’re making a mistake."

“You know me Jeffrey one way or another I’ll be making my presence felt, I won’t just let the Federation be neglected and left to wither and die I care about it too much to stand by and let that happen” Russell replied.

“Now if you’ll excuse me Jeffrey, I have a personal matter to attend to with my wife, before we head to the ceremony, where I'm sure I'll see you.”

"Absolutely, Mr Ambassador, I'll see you there."

"Good, ok," Russell said his mood noticeably dropped from his confidence in that meeting just moments ago as he contemplated the things he was now off to do.

Russell walked away until he got outside the building and got into the waiting shuttle pod sat at the control’s and took off setting course for San Francisco, first to that meeting with his wife to exchange signed papers officially ending their marriage.

Once they had done that the two of them would still be traveling together the short distance to Starfleet headquarters, the same place Larenka was going. The memorial service for Starfleet and Federation citizens killed during the Dominion war, that included their only son.
