The 'queen' referred to in the ballad is Queen Anne (6 February 1665 – 1 August 1714) who left her throne to the German prince, George I.

A famous pirate, Edward Thatch or Edward Teach (better known as Blackbeard) named his galley the Queen Anne's Revenge, after his anger at a German taking the English throne.
